Is there a way to run a cloth simulation, stop it, move the character or cloth, and continue from that point on?
I might be overlooking something. Any info on this?

have you tried the timeline yet?
on the Simulation pane "Frames to Simulate" change it from "Current Frame" to "Animaited (use timeline)"
I use this method to do almost all of my sims.
I start with the default pose on frame zero with the clothes fitted to the character(not really needed for dforce clothes) then have the final pose around frame 100 with the total frames set around 150 so it has frames to simulate after it gets to the final pose for hanging and draping type gravity effects.
I have. But I don't think I tried your suggestion.
So, START with the current frame, then switch to ANIMATED USE TIMELINE after... not tried that. I will give it a go!

Using the timeline you can change the position of your character and or clothing at different frames.
For example:
on frame zero you have your character in the default pose with the clothes on you want cloth simmed.
On frame 100 you have the final pose you want your character in.
The frames between 0 and 100 you can use to help fit the clothes to get the look you want at your final pose frame.
You can also relocate the character in the scene at different frames.
For example:
You want your character to weart a cloak while seated:
Start with the character positioned off the floor above and in front of the chair in the default pose on frame zero.
on frame 100 is the sitting pose you want the character to be in for the final render.
frames 1-99 you can use to make sure things like hands and feet don't intersect the cloak during the sim and pull it in a direction you don't want.
note: I'm assuming you are asking about making pose adjustments during a cloth sim so you get the look you want at the final pose frame for your still image render.
when you change the "Frames to Simulate" it's done before you sim or render.
I'm not into animations so if you asking about how make an animation I'm sorry I won't be much help.
If you mean you want to simulate from the clothing status after you stop the simulation and move your char..., with the dForce functionality as default, you're not able to make it. The simulated result will be cleared and the simulation will be started over, no matter you simulate with current frame or an animated play range.
The only way is to export the "interim simulated result" to OBJ (after you stop the simulation), import it as a morph and dial it, then simulate again.
