What happened to HDRI Settings?

I've updated to version 4.23, and one thing that confuses me is that the Render Settings tab no longer has the Environment Settings/HDRI controls.  Where can I find those now?

    you need to add them now

    create -  new environment options node

    Alternatively, just switch to the iray preview for a moment, and those settings will automatically appear.
