turning Death 9 into a Filatoon character

I am trying to turn Death 9 into a Filatoon character.  I haven't figured out how to turn her eyes into toon eyes.  Where is a good tutorial for Filatoon?

I am playing around but I haven't figured out how to turn the clothes into FilaToon materials.  How do I do that?
