Smart content not working

I'm trying to load smart content but it won't load. I just sit there watch it do nothing.

I'm trying to load smart content but it won't load. I just sit there watch it do nothing.

From the context menu in the upper right corner, Stop CMS then Sart CMS, see if it works.
I am doing that but it isn't helping anything. I am trying to uninstall McAffee to see if that is causing the problem.
I did the stop and start CMS. That didn't do anything. I uninstalled and reinstalled CMS. I don't know what is going wrong at this time.
Then check in Preferences, CMS Settings tab, the status of cms service, as well as the settings....
If it's a Stop button, it means cms service is started. If it's a Start button, try clicking it to start.
I took my notebook to a fix it store at the same mall where I work. It turns out the HDD is dying. That is why it wasn't working. It is working on my desktop but I have to use OneDrive as the HDD on this computer is tiny.
