Render doesn't stop after Max Time is reached

My Max Time is set to (default) 7200 (secs).

Then, why do some of my renders take more than that? 3 hours in some case

Shouldn't the rendering stop automatically after 7200 sec, regardless of quality? Even if Max Samples is not reached?
