Creation of Punk/Dragon Ball Z type hair styles

I finally figured out how to properly create a new hairstyle, however they are all one length, even when using the cutting tool and the styling never looks like what I am doing to make the hairstyle.  I want to create hair that has odd spikes like they are glued together with hairspray and stick up instead of laying flat together.  The hair I though I left short in the editor seems to be the same length as the rest when I go to view it on the figure.  Do you have to download something special to create the effect or what is being done wrong?

The clumping needs work (well, the qwhole thing is just a make-sure-it-works), though it is there, but adjusting the lengths using a mixture of the Scaling tool (for the long central selection) and the Cut tool (to add irregularity) worked OK - as long as the target hairs were selected.
