Does anyone know where I can get a possible free hair maker Program?

If not free a cheap one :)?

Not exactly cheap but

(both go on sale rather regularly)

These two plugins make 'strand' based hair that is usable in Studio.  The mesh hair, which is most of the hair available in the store, is created with a modeling program and then transparency maps are used to give it a strand like appearance.

So do I use this in Daz Studio? Or is it a program on it's own?

That is great then I won't have to install another program :)

My Lappy is full up now with PSP9, Gimp, Blender though that not installed, and Daz Studio.

I got the free version of the LAMH but it does not have a check mark beside it in the installed side of the DIM is there something I can do about that?
