I have a freeware program TIFF4816.EXE. 

It converts a 48 and 96-bit colour TIFF file and a
RLE2 encoded RGBE Radiance HDR file into a 16-bit
greyscale (or monochrome) TIFF file. Does also
convert 16-bit PGM (Plain and binary) to a TIFF
16-bit grey file.

Is this something that people would find useful?

It's quite old and the readme says:  This is a completely self contained program that
runs on Windows 2000 SP4 and newer. It does not
write to the registry.

Use: 

This is freeware and may be distributed provided
the recipient gets it free. It must contain the
program, the documentation and this ReadMe file.

The author assumes no responsibility for whatever
may happen to whomever using this program.

I can attach the zip if anyone can use it.

    NGartplay - yes, mermaid is right. It can be downloaded from my website Bryce & 3D CG Documents > Programs > Terrain > TIFF4816. Version is 3.02.
