Right, I am looking for hair that is like "Oh! wicked wanda" or "Sweet Chastity" from old 'comics'.
Its a full on, over the top, beauty queen, seductress hair. But it has flipped up locks randomly.
Does anyone have any idea of this type of hair existing?
(really hard to post an example as to do so for the full length hair would not be allowed)

may be suitable and can probably be fitted to Genesis 9
You may have to combine multiple hairs to get the look you're going for, and you may have to make parts of some hairs invisible. You may also need to use a utility to mirror a hair. I've done it several times, even with hair made for other figures. I just parent instead of fit to.
These ones either have some "springing out" type curls or are fairly curly. You'll have to check the promos and morph listings to see if they have what you're after.

I had been mulling over the dForce Romantic Curly Hair for Genesis 8 and 8.1 Females, But it would have to be "Beehived" and not sure if it could be manipulated for that "OTT beauty queen" hair.
Ill try a few hair combos. I have a few of those so....

I'm thinking that you may be talking about "helmet hair" in which the hair looks like a hair shaped helmet rather than strand based. If that' the case look for really old hair (if you can get it) or maybe hair made for 'toons

Its hard to describe and I cant post a picture, as to post the length of it, would show things not allowed.....
It is always easier to show what you are looking for with an image. You could crop the image just the head and hair. The Problem is, what you want may not exist as a product yet.
It's quite long hair and unfortunately, I have been unable to find any images of it that are able to be uploaded here, even cropped, so I totally understand the OP's dilemma with showing a pic. I've also been looking for something similar and am constantly on the lookout for something suitable, but have yet to find anything, even in my very old hair products.
I'm thinking at this point it will have to be using several hairs together and making parts of some of them invisible, and perhaps using geometry editor to cut some curls out of other products, randomly parenting them here and there to get the required look. Perhaps some Dforms might be required as well.

Aye and sweet chastity has it longer and in pink! Back in the day(god that makes me feel old) I had an image on DA with the hair painted. But I am trying to figure a way to get that look, but with hair and not painted in. (well virtual hair lol)
The Sweet chastity images, are way...racier. I think I have one that is semi-possibly ok but the hip area makes it questionable and I dont want to get in trouble with the TOS
