Yep it's def Gou Luk from RareStone but I can't find her for sale anywhere atm.
There are a couple of similar characters:
Gu Yu and Gu Yu Hair for Genesis 8.1 Female from Crocodile Liu
Pei and Pei Suit for Genesis 8 Female from RareStone (bought out by Daz)
