how i can do the bottom of jacket. when i move points hexagon crash

Is the seam really open in the centre? The shield part looks like it has a seam, but the skirt part doesn't.
You want the mesh under the centre shield deleted, then select some points along each side [one side at a time] and with soft selection set to a small value, move the mesh over to make the flaps.
If moving a point is making Hexagon crash, you have done something with the entire mesh that Hexagon doesn't like. A wireframe view would provide more information. Also, is the entire thing "one group" or several? If several, only select one group when working on it.

That is a cute challenging outfit. The skirt all around would need to be its own item. End result is one jacket and one skirt.
The belt and barrel purse? would also be separate items.
To make the frills -- solid layer(s) of mesh. Use textures to give the appearance of lace.
