i know it is something obvious, but why does it look like this and how do i change the uv's or the setting to make it normal.

The skin textures have all been tiled above 1.
Select the character .
Then on the Surfaces pane Click the Arrow next to the Characters name to open the list of face groups.
Select "Skin"
On the top of the Right side type "Tiles" into the search box to make finding the setting easier.
Set "Horizontal Tiles" to 1.
Set "Vertical Tiles" to 1.
Clear the search box.
Judging by the name it is an OBJ which has been remapped (which, if it wasn't your own work, is not the correct way for the maker to share UV sets).
