How to move the hip with the mouse without move the head and feet?

For some time I'm trying for several ways to rotate, with the mouse, the hip of a character without move feet and head without good results.

How can I do it?

    Select the head and feet, and with the Universal tool active click the pin icon at top-right of the viewport widget, then choose Pin Translations or Pin Rotations or both, as desired. Now, as long as there is sufficient flex in the joints, you should be able to adjust the hip without disturbing the extremities.

    this only works if you do not animate
    for a single pic ok

    It should work for animation - how is it failing?
