I know there are a few out there, but they're not really that great to what I see over on renderosity (even those lack in some places)
I have looked and have yet to be low-poly enough to work freely with (they all tend to be hi-poly)
What I'm hoping for is this
1) low-poly suit & dress (much like Fugazi1968's kits)
2) suit must also over the hands, feet & head
3) comes with a fitting skull cap (like how Lyrra's kits do)
4) starter shoe (plain flat shoe & a hi-heal edition)

Try JoeQuick's. They're free and can be used for commercial and personal purposes.

The first one I know can be used for commercial and free products. I'm not sure about the G2F/G2M versions. You'd have to read the license info.
IIRC, they don't come with separate skull cap and shoes, but they do cover the entire figure from head to toe, including the hands. So you can just cut whatever bits out you need.
The main issue I do have with his resources...is that they're so hi-poly
That's what I see most people doing with them, putting out a hi-poly resource
I couldn't even tell you how to even poly-down those boots he's putting into the pack
It's easily to work from a low-poly and work it up when you do the work
You can decimate an object to reduce poly count. Lookup the process for your chosen modeler.
