IBL Not Working Bryce 7 Pro

Recently started getting back into Brycing . I have started with a completely clean computer. It is an older one but still a goodie ( Vista Business ). Anyway I have installed B 7 pro and discovered that IBL in the skylab is not working. Is this just a bad install or a known bug and is there a fix??
