Lights in a fog help

This is probably really easy to do, but I can't get it right.

I want to make a torchlight that shines through a fog. I don't need to see the torch itself, just the light.
I don't want it to light up the surrondings, only the fog.

Picture yourself a procession in the distance, carrying torches, where some still can be be seen through the fog and some not, just their torchlight.
