You might be able to pull off something like it using Bishounen's Visual Style Shaders.

My first image was done with a Visual Skin preset, and the second used a basic Visual Color on the skin.
Mind you, I don't do toons, uh, ever (in fact I downloaded Pippin just for this lol), so you can probably get better results with some tweaking.

Threw one in that had some props shaded too.

Have an all shaded one too while I'm at it.
(crap.. I feel the cuteness creeping in..)
Check the first promo on the subsurface toolbox too http://www.daz3d.com/shaders-materials/subsurface-toolbox
You may even be able to do it with just SSS and colors.
The skin only on this is SSS. I think it matches the shaders in question a bit better since the SSS makes the skin appear more solid and less watercolor-ish. Just a single distant light on default settings is used. I did tweak the SSS settings and used the toolbox.
thanks i'll check out those shaders mentioned, the brown mushroom looks like what i want in the shader im looking for...the darker edges...which did you use on this?
All 5 images use Visual Shaders on the mushrooms- the last image uses SSS presets instead on Pippin's skin only. I believe you can also get a heavier outline by using geometry shells.
Here's a link to Bishounen's free shell outliner: http://www.daz3d.com/forums/discussion/21273
