Monthly PA Coupon Not Working

I am trying to buy the product in the image below which is over 18 dollars and is not new, but when I enter the Monthly PA Coupon in the coupon code box it said invalid coupon. Is anyone else having this problem? I thought the Monthly PA Coupon covered everything that is over 18 dollars and that is not new plus memberships etc...
